Yes. You can control when the application opens and closes using the Pin / Unpin option.
To change this setting, open the main menu in the top-left corner, select App Preferences, and choose Pin or Unpin.

Pin
The application stays permanently open and visible on the screen.
Unpin
The application opens only when you hover over the blue launch icon and automatically closes when you move the cursor away.
